A Chicago-based developer of student housing has submitted a redevelopment plan for the former Summit on 16th United Methodist Church at 82 E. 16th St. The plan, which will be heard by the University Impact District Review Board (UIDRB) on July 27, calls for a seven-story, 229-unit building with a 178-space parking garage.
